Paid services are provided in the presence and at the expense of reserves of capacities not used in the performance of a state task, including through the introduction of medical technologies that allow, without prejudice to the performance of a state task, to use a free bed fund, diagnostic and therapeutic capabilities of equipment, as well as reserves of working time for the provision of paid medical services.
ФГБУ «ФЦССХ» Минздрава России (г. Астрахань) has the right to provide paid medical services:
Parents or legal representatives of patients under the age of 14 must provide the birth certificate of the child (patient), as well as the passport of the payer of the parent/accompanying person (legal representative).
CHILDREN UNDER 15 YEARS of AGE are not allowed to receive medical care without the presence of parents or legal representatives (according to the Federal Law "On the Basics of Public Health protection in the Russian Federation" dated 11/21/2011 No. 323-FZ, it is prohibited to provide medical services to children under the age of 15 without the presence of their legal representatives (except in emergency situations)).
Legally, only legal representatives (parents, adoptive parents, guardians, guardians) have the right to represent the interests of a minor. Other persons only if they have a power of attorney issued by a notary.
CHILDREN over 15 YEARS OLD (Part 2 of Article 54 323-FZ) part (passport is required) have the right to independently apply for medical care and give informed voluntary consent to medical intervention or refusal of it.
A minor from 15 to 18 years of age can sign a contract for the provision of paid medical services only with the written consent of his parents / legal representatives (clause 1 of Article 26 of the Civil Code of the Russian Federation).

If necessary, parents (legal representatives) should issue a power of attorney to a notary in advance for a person who will represent the interests of the child in a medical organization.
